I don’t think it is a turtle. It looks like a Garuda from Nepal or Thailand.
Thailand, Ayuthaya period bronze cast. I had some, but as high as 35 cm, used likely as temple wall hanging
I don’t think it is a turtle but a Garuda with his usual pair of snakes.
